Contract Analyst, Senior

Duty Location: National Capital Region, Flexible onsite and telework options.

Required Education: Bachelor’s Degree or 10 years of experience in contracting

Required Clearance: DoD Secret

DDC seeks an experienced Contract Analyst to support cradle-to-grave research and development contracting for a leading-edge Government agency.  Our client focuses most technical aspects on space applications and requires flexible acquisition and contracting methodologies in support of research and development.  Large system or research and development experience preferred.


As a Contract Analyst, you will participate in requirement generation and daily exposure to highly technical mission requirements. You will prepare all solicitation documentation, participate in negotiation or evaluation, and draft contract awards.  Additionally, the Contract Analyst can expect to manage and maintain the contract during day-to-day operations.

Job Responsibilities Include:

  • Attend programmatic meetings and participate in an integrated product team collaboration.

  • Independently perform pre-award contract specialist duties in support of highly specialized Research and Development contract actions.

  • Provide business strategy to program offices, acquisition managers, budget analysts, and contract specialists for contract planning, negotiation, award, and execution.

  • Serve as an advisor on future procurement requirements, assist in preparation of required procurement documentation, and support the response and resolution of specific procurement strategy questions.

  • Analyze contract requirement packages, draft solicitations, evaluate proposals, and coordinate acquisitions for multiple contract types and agreements under Other Transaction Authority.

  • Support various scales of major and adaptive acquisition framework for prototype development of sophisticated research and testing equipment, large systems, software development, and services to ensure regulatory and statutory compliance.

  • Coordinate with the Procuring Contracting Officer (PCO) and other stakeholders to prioritize, organize, and monitor requirements to establish timely schedules for successful implementation.

  • Create and provide feedback to briefings, memorandums, and presentation requirements throughout the acquisition process.

  • Participate as a key member of the Government negotiation team; serve as an advisor during negotiations or competitions to obtain fair and reasonable pricing or best value during solicitations.

  • Conduct acquisition planning in accordance with FAR Part 7, support the development of the requirements document.

  • Assist the program office in developing contract strategy to be used in the acquisition of a specific program.

  • Process data, document evaluation, and draft pre and post-negotiation memorandums.

  • Prepare documentation for PCO approval, including Determinations and Findings, Justification and Approval, and various Memorandums for Record

  • Draft contract modifications during contract administration.

  • Coordinate technical evaluations.

  • Support cost/price analysis and price objective development.

Required Experience:​

  • 5+ years contracting experience supporting the Department of Defense (DoD)

  • Competitive evaluations and source selection

  • Sole source negotiations including preparation of cost/price analysis

  • Price Negotiation Memorandum development, and negotiation of cost-type proposals

  • Research and Development experience in contracting preferred

  • Executing contract administration actions
